They are the government's main tool for keeping the market stable, and they shape what you can borrow, what you pay in stamp duties, and how quickly you can sell. Understanding Singapore property cooling measures helps you read the market calmly, rather than react to every headline.
What cooling measures are, and why they exist
Cooling measures are adjustments the authorities make to keep the property market sustainable. When prices rise too quickly, or borrowing gets too aggressive, measures are tightened to take the heat out. When conditions soften, some may be eased. The aim is not to stop people buying homes. It is to keep prices in line with incomes and to discourage the kind of speculation that ends in a painful correction.
The main measures, in plain terms
Additional Buyer's Stamp Duty
ABSD is an extra tax on top of the standard stamp duty, charged based on your residency status and how many residential properties you already own. It is the measure most aimed at cooling investment demand and multiple-property buying.
Loan-to-Value limits
Loan-to-value limits cap how much of a property's price you can borrow. A lower limit means a larger cash and CPF downpayment, which keeps buyers from overextending. The cap tightens for second and subsequent housing loans.
Total Debt Servicing Ratio
The Total Debt Servicing Ratio limits your total monthly debt repayments to a set share of your gross income. It is designed to make sure buyers can actually afford their loans, not just at today's rates but if rates rise.
Seller's Stamp Duty
Seller's Stamp Duty is a tax on selling a residential property within a set holding period after buying it. It discourages quick flipping, which can drive short-term price spikes.
How to read a new cooling measure without panicking
When a new measure is announced, the headlines tend to be dramatic. The calmer approach is to ask three questions: which buyers does it actually target, does it apply to my situation, and does it change the fundamentals of my plan. Many measures are aimed at investors or foreign buyers and have little effect on an owner-occupier upgrading their home. Knowing which camp you are in turns a scary headline into a manageable detail.
What cooling measures mean for you
For most owner-occupiers, cooling measures are a backdrop rather than a barrier. They may change your timing, your downpayment, or your sequence, but they rarely stop a sensible move. For investors, they matter far more, because ABSD and loan-to-value limits change the maths directly. The key is to plan around the measures that apply to you, and to ignore the noise around the ones that do not.
